Sec. 10-55. – Disposal of unredeemed animals.

If a dog or domestic animal is not redeemed by the owner within three days after impoundment, such owner’s rights shall be terminated and such impounded dog or domestic animal shall become the sole and exclusive property of the animal shelter designated by the board, and may be disposed of in one of the following ways, at the sole discretion of the animal shelter:

(1) Released for adoption by a new owner who shows evidence of ability and intention to provide the dog or domestic animal with an appropriate home and humane care; provided however, that no unspayed female dog shall be released for adoption unless a licensed veterinarian certified in writing that he has been paid in full for spaying of the dog and will perform the operation within 30 days or before the dog’s first oestrual period;
