§ 91.20 DOG AND CAT LICENSE REQUIRED.

(A)   All dogs and cats over the age of four months shall be licensed. This requirement does not apply to non-resident owners keeping a dog or cat within the city on a temporary basis for less than 30 days.

§ 91.23 ANIMAL LICENSE FEES.

Animal license fees, listed below, are due January 1 of each year:

§ 91.28 RECLAIMING IMPOUNDED ANIMAL.

(D)   If an unaltered animal has been impounded two times with the same owner, upon a third impoundment, the animal shall be spayed or neutered, with the cost being charged to the owner.

§ 91.31 STERILIZATION.

No unclaimed dog or cat shall be released for adoption or rescue facility without first being sterilized. The exception is a newborn dog or cat under the appropriate age. In this case, follow up will be required by the animal welfare agency and with the adopter.

§ 91.45 BREEDING PERMIT.

(A)   No person, kennel, commercial breeder, or pet store shall cause or allow any dog or cat owned or harbored to breed without first obtaining a breeding permit. The City Clerk shall administer a permit program to allow the breeding of dogs and cats consistent with the criteria and according to procedures contained in this chapter and all other standards of care governing such activities.

(B)   Each applicant who is issued a permit to breed dogs or cats under this section shall pay a permit fee of $50 per litter.

(C)   No person, kennel, commercial breeder or pet store shall cause or allow the breeding of a male or female cat or dog without first obtaining a breeding permit by the City Clerk. All breeding permits shall contain the following terms and conditions and be subject to all the following requirements:

(1)   No offspring may be sold or adopted and permanently placed until reaching the age of at least eight weeks and having received age appropriate health testing.

(2)   No offspring may be sold or adopted until they have begun a course of disease prevention and immunization against common diseases under the direction of a licensed veterinarian.

(3)   Any permit holder advertising to the public the availability of any animal for adoption or sale must prominently display the permit numbers in the publications in which they advertise. Further, the permit number must be provided to any person adopting or purchasing an animal bred by the permit holder.

(4)   The breeding permit holder shall adhere to minimum standards of care and keeping of the animals and all other standards of care governing such activities.

(5)   The permit must be presented if the Animal Protection Officer or a police officer makes the request to view it.
