§ 90.39 THRESHOLD FOR BREEDING DESIGNATION.
Breeding activity defined: Households that own more than six adult pets or produce more than one litter per year will be considered to engage in breeding activity and will be required to obtain a breeding permit.
§ 90.40 ELIGIBILITY AND CONDITIONS FOR BREEDING PERMIT.
(A) Any resident wishing to breed dogs for sale or distribution must apply for a breeding permit through the Village Clerk’s office.
(B) Applicants must demonstrate that their breeding facilities comply with the following conditions:
(1) Adequate shelter and living space for each animal.
(2) Regular veterinary care, including vaccinations and health screenings.
(3) Proper nutrition and water for all animals.
(4) Sanitary and safe living conditions to prevent disease and injury.
(5) Ensuring that the animals do not create a nuisance in the community, such as excessive noise, odors, or unsanitary conditions that could affect the animals, homeowners, or neighbors.
§ 90.41 INSPECTION AND APPROVAL.
(A) A village employee or designated official will inspect the breeding facility to ensure compliance with the above standards before issuing a permit.
(B) Breeding facilities will be subject to periodic inspections to maintain permit eligibility.
§ 90.42 AUTHORITY TO SEIZE ANIMALS.
(A) In cases where animals are found in unsanitary or unsafe conditions, or if conditions pose a danger to animal health and safety, the village’s police or designated officials are authorized to seize the animals.
(B) Seized animals will be cared for in a designated facility until the issue is resolved.
§ 90.43 PERMIT COSTS.
(A) Initial application fee. The initial application fee for a breeding permit is $250.
(B) Annual renewal fee. An annual renewal fee of $150 is required, along with proof of continued compliance.
