Sec. 8-160. – Disposition of impounded animals.

(e) No dog or cat which is not neutered or spayed, and which has three times been found to be at large, may be returned to its owner unless such dog or cat has first been neutered or spayed at the expense of the owner. The neutering or spaying requirement may be satisfied either by having the procedure performed at the animal shelter or by having the dog or cat delivered to a veterinarian of the owner’s choice for performance of the procedure.
