ARTICLE IV. – KENNELS
Sec. 18-79. – Definitions.
The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Kennel means any establishment or premises wherein or whereon animals are kept for the purpose of breeding, boarding, sale, exchange or for sporting purposes.
Sec. 18-80. – License.
No person shall engage in the business of operating a kennel within the village without first having obtained a license therefor, as hereinafter provided. All kennel licenses shall expire on April 30 following the date of issuance. The annual license fee for each kennel shall be based on the number of animals that it is proposed to keep in the establishment or premises and shall be as as established by the board of trustees. In computing the number of animals, those under six months of age shall not be counted.
Sec. 18-81. – Application.
Any person desiring to conduct, carry on, or operate a kennel as defined in section 18-79, shall make written application for a license so to do, which application shall conform to the general requirements of this Code relating to applications for licenses. Such application shall also state the number of animals which it is proposed to keep in the establishment or on the premises for which application for a license is made, and also state the exact location of the establishment. Such application shall be presented to the president and board of trustees, and upon receipt thereof, the president of the village shall cause an investigation to be made as in his judgment is necessary, and if the applicant is prepared to conform to the ordinances of the village in regard to the kennel, the village clerk shall be instructed to issue a license to such applicant, upon the payment of a license fee as hereinafter provided.
Sec. 18-82. – Nuisance.
No person operating a kennel shall do so in such a way as to cause a nuisance to be created, such as allowing the premises to become unsanitary, or allowing the continuous barking of dogs, or the yowling of cats, or other noises that may disturb the quiet and peace of the community.
Sec. 18-83. – Metal tags.
With each kennel license there shall be issued a number of appropriate metal tags equal to the number of animals authorized to be kept in the kennel. Such tags shall be made in a form so that they may be readily distinguishable from the individual dog registry license tags required for the same year. The licensee of the kennel shall at all times keep one of such tags attached to the collar of each animal over six months of age kept by him under such license. Such tags may be transferred from one animal to another in the kennel whenever any animal is removed. No animal with such a tag shall be permitted to stray or to be taken any place outside the kennel unless such animal is on a leash or is taken out temporarily for hunting, breeding, showing or for exhibition.
