§ 90.08 IMPOUNDING.

(B)(1)   Dogs or cats may be impounded by taking them to the animal hospital located at the present time on West Bridge Street in the City of Monticello, Illinois. The owner or keeper of any dog or cat so impounded who desires to make a redemption thereof is hereby required to:

(b)   Pay a $25 public safety fine to be deposited into the State of Illinois’ Pet Population Control Fund, unless it is the dog’s or cat’s first impoundment and the owner or keeper has the animal spayed or neutered within 14 days;
