Sec. 14-77. – License.
(a) Any person owning, keeping, harboring or having custody of any dog or cat over eight weeks of age in the city must obtain a license. All dogs and cats from a household shall be licensed under the name of only one person from that household, and that person must be at least 18 years of age and provide valid identification.
(b)Written application for a license shall be made to the city clerk or an authorized license ng agent and include the name, address and phone number of the applicant, description of the animal, the appropriate fee, and a current rabies certificate for dogs. At the time of first application for licensing an altered animal, proof of spaying/neutering must be provided and shall consist of a receipt or signed statement from a licensed veterinarian giving the date of spay/neuter and a description of the animal. Exceptions accepted in lieu of altering the animal are as follows:
(1) A medical exemption from a licensed veterinarian. This is a written statement that the animal is medically unfit to undergo the surgical procedure.
(2) A temporary medical exemption from a licensed veterinarian. This is a written statement that the animal cannot undergo surgery now, but it will be able to at some time in the near future. An expiration date will be written on the temporary exemption, and at this time the animal must either receive another exemption from a veterinarian or be spayed/neutered to continue to be licensed at the altered animal rate.

(e) The fee for the license and tag will be as follows:

Sec. 14-79. – Breeding and selling.
(a) It shall be unlawful for anyone to breed a dog or cat within the city limits for any commercial purpose including eventual sale.
(b) It shall be unlawful for anyone to sell a dog or cat within the city limits unless it is for a non-commercial purpose.
(c) Anyone in violation of this provision will be fined $500.00 for each offense.
Sec. 14-84. – Impoundment.
(b) If, by a license tag or other means, the owner of an impounded animal can be identified, the police officer or animal control officer shall immediately upon impoundment notify the owner in person by telephone or by certified mail. The owner of an impounded cat or dog may reclaim the animal by paying an impoundment fee of $20.00 plus $6.00 for each day impounded, the required licensing fee if not already licensed, and can be subject to a fine for any violations of this chapter. If an unaltered cat or dog is impounded for running at large, the impoundment fee is double unless the owner signs an agreement to have the animal spayed or neutered within 30 days. The owner of any unaltered cat or dog impounded more than once for running at large must sign an agreement to have the animal spayed or neutered within 30 days as an additional condition for redeeming the animal.
(c) Impounded cats or dogs must be held a minimum of three working days if unclaimed by its owner. Any animal not reclaimed by its owner within three working days shall be offered for adoption by the local government authority or humane society, or humanely disposed of by a licensed veterinarian, or the county animal control officer may be notified to pick up dogs. No unclaimed dog or cat shall be released for adoption without being sterilized or without executing a written agreement to sterilize the animal within 30 days for an adult or a specified period of time for pups and kittens. A fee of $35.00 for cats and $45.00 for dogs must be paid at the time of adoption. Failure to fulfill the terms of the sterilization agreement shall result in seizure and impoundment of the animal, and any moneys paid shall be forfeited.
