E.   Spayed or neutered.

One adoption fee of fifty dollars ($50.00), which fee may be adjusted from time to time by resolution of the city council, shall be paid for each animal adopted. The fee shall pay for spaying or neutering, appropriate vaccinations, worming, a collar, and a license if the animal is to be kept in the city.
