Sec. 4-28. – Care of tethered dog, cat, puppy, or kitten.

It shall be unlawful for any owner to tether a dog, cat, puppy, or kitten in an inhumane manner and it shall be unlawful for any owner or other person to leave a dog, cat, puppy, or kitten tethered without a competent person to care for it. Notwithstanding any provisions of this section, no dog, cat, puppy, or kitten shall be tethered for a period in excess of one (1) hour during an eight-hour (8) period.
