Sec. 14-41. – Tethering animals.

It shall be unlawful to chain, tie, fasten or otherwise tether any animal to a dog house, tree, pole, fence, runner line, pen, enclosure, vehicle or other stationary object as a means of confinement except when such animal is temporarily confined by a tether and the owner or other responsible party of such animal is present at all times.
