Tethering/Chaining

Sec. 7-36. – Prohibition on tethering.

(a) It shall be unlawful for a person to:

(1) Tether on a dog on anything but a chain, no heavier than 5/16″ link, or a well-maintained coated steel cable of more than ten (10) feet in length, or three (3) times the length of the dog from tip of nose to base of tail, whichever is greater;

(2) Tether a dog without a swivel attached, and/or equipped on both ends;

(3) Use a tether or any assembly or attachments that, due to its weight, inhibits the free movement of a dog within the area tethered;

(4) Tether a dog on anything except a buckle-type collar or harness, or to tether around the dog’s neck, to training collars such as choke or pinch-style collars, or in such a manner as to cause injury, strangulation, or entanglement of the dog on fences, trees, or other man-made or natural obstacles;

(5) Tether more than one dog to a single tether;

(6) Tether a dog less than four (4) months of age, unless accompanied at all times;

(7) Tether a dog without access to shade when sunlight is likely to cause overheating, or appropriate shelter to provide insulation and protection against cold and dampness when the atmospheric temperature falls below 32 degrees Fahrenheit;

(8) Tether a dog without securing its food and water supply so that it cannot be tipped over by the tether; or to tether a dog outdoors in unsafe or unsanitary conditions or where tether does not allow the animal to defecate or urinate in an area separate from the areas where it must eat, drink or lie down;

(9) Tether a dog for more than three (3) hours.
