(b) An animal must also have the opportunity for adequate daily exercise as determined by the humane officer. No person owning or keeping a dog shall chain or tether a dog for longer than five hours in a 24-hour period. Any restraint placed on an animal must be such that it prevents the animal from being tangled or injured by the restraint.
