§ 2.02.008 Unlawful restraint; tethering dogs.

The prohibitions of unlawful restraint, as defined in this section, do not apply to a temporary restraint:

(1) During a lawful dog event, veterinary treatment, grooming, training, or law enforcement or activity;

(2) That is required to protect the safety or welfare of a person or the dog if the dog’s owner or handler remains with the dog throughout the period of restraint; or

(3) For a reasonable period, not to exceed three (3) hours in a twenty-four (24) hour period, and no longer than is necessary for the owner to complete a task requiring temporary restraint.
