§ 4-4.3 Tethering.
a. It shall be a violation of this section for an owner or keeper of a dog(s) to tether a dog:
1. With a choke type or prong type collar.
2. For more than 10 hours during a 24-hour period.
3. Outside between the hours of 10:00 p.m. and 6:00 a.m. except for a maximum of 15 minutes.
