PETA’s Beauty Without Bunnies database has been the gold standard for compassionate consumers looking to shop cruelty-free for years. To reflect its status as the definitive resource for identifying companies and brands that don’t test on animals, it’s now relaunching as PETA’s Ultimate Cruelty-Free List.
The sleek new website lists more than 6,300 manufacturers of cosmetics, personal-care products, and other common household items that have banned tests on animals—in which substances are dripped into their eyes, rubbed onto their skin, and forced down their throats—in favor of effective, state-of-the-art, non-animal methods.

“Tormenting rabbits, guinea pigs, mice, and other animals for lipstick and mascara is just plain ugly, but some countries still require these cruel and deadly tests,” says PETA Senior Vice President Kathy Guillermo. “PETA’s Ultimate Cruelty-Free List helps shoppers locate cosmetics, personal care items, and household products from manufacturers that refuse to commission or allow any tests on animals.”
Since 1987, PETA’s list of companies that do and don’t test on animals has been a crucial tool for consumers because few specific laws exist worldwide, and none in the U.S., regarding labeling products as “cruelty-free” or “no animal testing.” Many state and international “bans” on animal testing contain loopholes that allow testing under certain circumstances.
PETA works directly with companies worldwide to ensure that all the information on its list is accurate, complete, and up to date. To be listed as “animal test-free,” companies must submit a statement of assurance verifying that neither they nor their suppliers conduct, pay for, or allow any tests on animals for their ingredients, formulations, or finished products. Companies are also required to alert PETA immediately if their cruelty-free policies change.
PETA—whose motto reads, in part, that “animals are not ours to experiment on”—points out that Every Animal Is Someone and offers free Empathy Kits for people who need a lesson in kindness. For more information, please visit PETA.org or follow PETA on X, Facebook, or Instagram.
