Experimenter Cut Out Puppies’ Eyes, Lied About Results

Written by PETA | August 13, 2010

Gerardo L. Paez, a former postdoctoral fellow at the University of Pennsylvania (UPenn) School of Veterinary Medicine, spent years using taxpayer money to breed puppies to have a gene that causes progressive retinal atrophy, a degenerative eye disease that culminates in blindness. During one study, 3-week-old beagle puppies were killed after they had their eyes cut out and dissected. As if that weren’t awful enough, according to an investigation by the federal government’s Office of Research Integrity, when the results weren’t what Paez had hoped for, he simply fabricated them.

Here’s a little-known fact about government grants: They’re refundable. At least they are if you break the rules. That’s why PETA is urging the National Eye Institute (NEI) to demand that UPenn return the money that was used for the experiments in which serial puppy-torturer Paez intentionally fabricated data. Paez later presented the bogus findings at two annual meetings of the Association for Research in Vision and Ophthalmology. Obviously, that’s a big no-no—and it’s grounds for the NEI to demand a refund for a portion of the $2 million it laid out for the dog experiments and to prohibit Paez from ever receiving taxpayer money again.

This wouldn’t be the first time that grant money had to be returned: Prompted by investigations and complaints from PETA, the University of Connecticut Health Center and the University of Washington were ordered to pay back tens of thousands in grant money for abusing monkeys in their laboratories. The feds have also ordered the University of Michigan to pay back a whopping $1.4 million that was used for animal experiments that violated the law.

It just goes to show that crime doesn’t always pay—sometimes it pays back.

    This is not acceptable.

I am local to the University of Penn. If I can do anything to help, I will. I am willing to investigate, protest, rescue. Let me know, please!

  • judy thorpe says:

The universities that allow any kind of animal experiments on their grounds is just as guilty for allowing this to happen and should face severe penalty for their actions for they are responsibly for the actions opposed on their campground.

  • Amethyst says:

okay. re-reading this made me think of what i want in life. A huge house with large back yard, A stretch limo, and about 5 million dollars. The money is pretty self explanatory: I need it to buy like 100 bags of dog food each month. A stretch limo: To bring all of my 150 rescues with me wherever. A huge house: so that all of my rescued animals have room to live and play.

  • Amethyst says:

those poor, poor, puppies! i have a beagle dog, and the worst thing that I have ever done to her (and it was accidental, btw) was let her trip over her own leash and sprain a paw.

  • Lisa says:

That is the worst thing I have ever heard. There is a special place in hell for such disgusting “people”

  • Katy says:

Who does this sick man think he is? What he has done is beyond belief and no words are strong enough to describe it. How would he like to have this done to him? Those poor innocent dogs don’t deserve that horrific treatment. It obviously doesn’t matter to him that they are animals just as he is. If only he could be made to realise the effects his horrendous actions are having on poor innocent animals.

  • Toni says:

Are there no lows to which these people will not stoop?

  • Tona says:

I have been trying 2 figure out prolly never will….why does “man” feel heshe are on top of the food chain when it comes 2 killing torturing etc. other species that are so innocent? We need 2 learn from those we cohabitat with on this earth to be respectful of others and to rely on our instincts vs. our egos!

  • Jena says:

I think that low life sorry excuse for a human should have hus eyes cut out!! Animal cruelty in the schoolshospitals and other places needs to stop when will these ignorant people realize this just plain torture and crueltynot for the good of anyoneor to benefit anything except thier desire to torture animals. I believe in an eye or an eye as stated in the Bible. These people deserve what they dish out.

  • Kalama Halamezad says:

So you think Paez should be deeply anesthetized have his eyes cut out and then overdosed all before he even wakes up to appreciate his situation? Lack of integrity aside the eye removal experience for the puppies was unlikely to be any worse than typical veterinary euthanasia.

  • Vince says:

Someone needs to cut Paez’s eyes out in the same exact manner he did to those dogs. Too bad cause it should be his punishment. However the death penalty would be a ok. One life does not have more value than another. No firing squad that wastes taxpayer dollars. Just throw him in a jail cell and do not feed or allow him drink. In 5 days he will be dead and gone. No money wasted.

  • alisa dee says:

omg the reason for cutting eyes out of a live puppy? aren’t these experiments monitored by responsible scientists with empathy for animals sacrificing for the human benefit . . . my justice is do the same to the torturer. eliminating the possibility of his disgrace again. plus let’s rescind any licenses he may have. no longer should he be permitted to work with animals. if a human tortures another do we allow them to continue their exercises on innocent persons? yes unfortunately we do. what happened to geraldo? personally i think the majority of testing needs to be conducted on human if it is for humans. how about using prisoners for our human benefitting experiments?

  • Michelle Wiseman says:

This is totally barbaric and inhumane and insane and i personally feel that people should have to suffer the exact same way as what that animal did an eye for an eye !!!

  • tiff says:

i just read recently that animal testing for medical research is actually the law. that really ticks me off.. that means theres no point in me searching for crueltyfree products any pharmacybut it also saves me the time of all that searching too. ive been wondering about that. it encourages me to completely go to natural remedies u can find in ur own kitchen. which ive already started doing quite some time ago. i just cant believe that some forms of animal cruelty is actually REQUIRED by law… its just so retarded!!! God did not put the animals here for us to abuse… man has obviously misunderstood what God meant by “man shall rule over the animals”. where is there room in that for cruelty??? WWJD??? what would Jesus do

  • ocean17 says:

what ratking said. this needs to stop the bottom line is these are disgusting heartless monsters.

  • Caddie says:

Are these animal experimenters Satanists?! Because thats what it sounds like to me ritually torturing and murdering animals FOR NOTHING! He’s a rubbish piece of sht. I hope he meets a worse fate one day

  • Rex's Mom says:

This is something that should NEVER have happened in the United States of America! This country does have some really wonderful animal protection laws but there is certainly room for improvement. This monster who did this to the puppies should have HIS eyes poked out. The more painful the better!

  • Lori says:

How sad and morally wrong this is…I am an alumni of U of M after reading this they will no longer get any monetary support from me!

  • maureen says:

So then what? he is forced to give the money back and reapply for another grantso he can perform more gruesome eye dissections on dogs and puppies? It all boils down to the almighty $$$$$$$$$$$$$$$$$$$ who has it and who gets it. Look at the funds that are given for drug companies to find SOCALLED curesI think I would rather have the disease if you look at all the complications from themso it is no wonder even MEDICAL research lies damn nearly the whole world lies in some form or another. And everyone that does lie has an ULTERIOR motiveDr’slawyers.researchers car salesmenwiveshusbandsyou get the point but I do not get the point when these so called JUNK SCIENTISTS bilk money out of the Gov’t and forced to pay it back? WHY are they allowed to continue in research.Shouldn’t they be OUTED?????

  • brianna says:

Some people dont realize that animals are mammals. And what are we?? Monsters that kill our own kind?? Animals only kill what needed. Not kill 3 cows and eat one. Its like buying bulk meat at a store and then throwing it away! thats a life that was wasted for what? For you to pay for with money while about 100000 more animals die a day just for you to throw away. Just for the sicko’s who do this you are like Child Molsesters. And to let you know I say that and I am only 12.

  • barbier-hoffmann annie says:

Human beeings are awful and when I think this is happening in America I am sure that the world goes wrong and pray for us to disapear and leave theese poor animals peaceful . Annie

  • Supriya says:

The ppl who commited this crime should face the same punishment… how can they do it.. i donn understand why ppl beat or kill innocent animals… i came accross a man who was beating a dog for sleeping on the platform… wtf did he do to that human… i screwd his case… n i saw to it tht he got the same punishment… these a shuld be thrown out.. damn

  • Kalama Halamezad says:

ratking Most scientists are not liars. Only a small portion of grant money actually goes in a researcher’s pocket. In fact research is highly competitive and you’re lucky if you even make decent money. Housing conditions have nothing to do with whether or not science is logical andor valid. What experiences have you had in forty years that make your points valid?

  • Laureen says:

I can’t even begin to say how sick reading this makes me feel. Give me the money and I will put it to good use. I have 7 rescued dachshunds a sheep and a goat rescued from a slaughter house 2 Lippitt Morgans one from a mill breeder I love them all and boy do they get the royal treatment!

  • ocean17 says:

all animal research is awful barbaric and cruel. and yes it needs to stop this is a good example where results are falsified making the outcome worthless. when will they ever learn.

  • deb says:

my adopted chihuahua had this disease. i guess the UPenn “study” was a torture of beagles to try and prevent this in many breeds that get this…as it causes permanent blindness..let me tell u that as sad as i was when i first found out it is a very slow disease and the dog adjusted nicely and so did we and prepared our dog and even got her a companion dog. I wish for a cure but not this in substitute..

  • Pat says:

I would like to know who ever coined the word HUMANE with HUMAN or the phrase “worse than a animal” or “acting like a bunch of wild animals”. The human race would be so much better off if we did act like the animals. You will never hear of an animal killing for the fun of it or never ever has an animal tortured anyone.

  • Debby says:

OMG just awful. I have a 13 year old beagle she is the most loyal loving creature. Beagles used lots in this awful industry because they are so trusting!! This must stop. All animals must be respected.

  • Kalama Halamezad says:

The real shame is that since Paez reported false results people probably based further research on them that they would have avoided had he shown even a speck of integrity. How many more animals died pursuing a line of research that should have been deadonarrival? Do write to NIH and encourage them to demand a refund and that they check to see if any current projects stemmed from Paez’ work so that they can be discontinued ASAP.

  • Noura says:

This is pathetic. Torturing those puppies for nothing after all if they only show made up results. They shouldnt just pay back the money they should be getting a fine from the government.

  • Susan J Sullivan says:

At least the Feds ordered the Univ. of Michigan to pay back the money given for animal experimentation. Now how about the other Universities that are doing the same thing! NEI can do it but they have to have the Federal Government backing them up. As for this Gerardo L. Paez you are not a veterinarian you’re a sadistic excuse for a human being. More Power to PETA!

  • Carla* says:

Shame on you Paez!! And all the rest of those sickos!! May karma be a Btch!!

  • holly buckley says:

I can’t believe the levels of cruelty that some people stoop to.

  • Holly says:

once again the god awful stuff that we do to animals in the name of science. sickens me. Where were the quality checks in these useless trials? Doesnt’t this government ever follow up?. This man should be tried for fraud and cruelty because he is most certainly guilty of both.

  • Cocoa says:

Disgusting heartless monsters. Sad excuses for human beings.o

  • Pat Doe says:

all animal testing needs to be stopped. we have to do everything in our power to help this cause. animals have feelings and personalities. I just don’t understand the inhumane people that do these things supposedly in the name of science. use prisoners on death row for experiments. the are heartless and inhumane torture them instead of innocent animals.

  • meagan says:

This story literally made me shake and my heart race. This is disgusting WHY is this legal and allowed!?!??!?!?!? This needs to STOP!!!!!!!!!!!!!
